Reboot expected on frozen 800-unit Richmond condo build

Atmosphere mixed-use development, under credit protection for two years, could receive a building permit in the next two months

A large development in Richmond’s city centre - that is under creditor protection - could have a new building permit application into the city within the next couple months.

The decision is expected to attract protests from pre-sale buyers at the project, who complained they have been left in limbo.

The city confirmed they are expecting a building permit application for the 800-plus-unit Atmosphere project that has been idle for more than two years.

After funding for the project was cancelled early in the pandemic, construction at Atmosphere, on No. 3 Road and Alderbridge Way, ground to a halt and the building permits expired.

The large lot had been cleared and excavated, leaving a large gaping hole.

The owner, Alderbridge Way Limited Partnership, filed for creditor protection in April last year to restructure its business.

Documents filed by Alderbridge Way LP in the creditor protection program indicate the owner is planning to submit a building permit application by November 1 and hopes to have this permit in place in March.

The development plan includes an office tower and six residential towers with 824 units of housing, of which 112 will be market rentals and 38 affordable rental units.

Joshua Zhang of Richmond is among those who wants to know what’s going on with his $250,000 pre-sale investment for a three-bedroom condo in the Atmosphere development.

In spring 2021 Zhang  received an email from the developer saying he might not be able to move in until 2024, although, originally, he was told the move-in date would be late 2022. 

“Every day I drive my car past this construction site and it’s still a big hole there with no obvious construction activities,” Zhang said. 

The Richmond News has learned that some pre-sale owners would be at the development on Monday, September 11, to express their displeasure at the state of the development.
